PURPOSE: A method, system and program recording media for evaluating a claim are provided to evaluate the quality of a patent specification quantitatively according to a rule by automatically extracting the intrinsic value of a patent claim included in a patent or utility mode specification. CONSTITUTION: A claim extracting/tagging module(120) extracts claims from a patent or utility mode specification and extracts/tags the independent and dependent claims of the claims. A component extracting/tagging module(130) extracts/tags the configuration components of the independent and dependent claims. A relation recognition module(140) generates the relationship which indicates the relation between the independent claim and the dependent claim and between the configuration elements. An evaluation module(150) uses the claims, the number of the independent claims and the configuration elements, and the relationship as the evaluation index.
