Assignment for the shared control channel received by the receiving unit is performed so as to form a comb-shaped spectrum, and assignment for the shared data channel received by the receiving unit is performed so as to form a continuous spectrum, and scheduling is performed for the shared control channel irrespective of channel status, and scheduling is performed for the shared data channel according to channel status. Continuous frequency blocks are used for the shared data channel received by the receiving unit when the shared data channel is assigned to equal to or greater than two frequency blocks.
