PURPOSE: A communication method with an enhanced security is provided to perform communication between licensed or unlicensed devices using a specific frequency band which is allowed by a base station. CONSTITUTION: A first communication unit(220) transmits the frequency use right request message to a base station. A first communication unit receives information about the specific frequency which is given by the base station. A communication device management unit(240) manages a plurality of unlicensed devices which is capable of performing communication with licensed devices. A second communication unit(230) offers information about the specific frequency to the unlicensed device.
