PURPOSE: A system and method for determining a drowsy state using a change of a short cycle of a heart rate are provided to compare a change signal of a heart rate within a short cycle with a heart rate change reference value, thereby accurately determining a body condition of a person to be measured. CONSTITUTION: A heart rate change extracting unit(61) extracts a heart rate change of a person to be measured. A first heart rate change selecting unit(62) selects a heart rate change in the extracted heart rate change during a set period of time. A heart rate change calculating unit(63) calculates the average value of the selected heart rate change. A determination and result output unit notifies an evaluation result of a second state evaluating unit.
