PURPOSE: A multi band multi mode terminal for selectively connecting to heterogeneous networks by a security level is provided to select a communication network among which is suitable for the security level and access the network. CONSTITUTION: A first rule-set storing unit(130) stores a communication network secrecy level. A secrecy level confirmation device(150) checks the security level about the service item. The secrecy level confirmation device offers the identified data security level to a session forming unit. A session configuration unit selects one or more wireless network which offers security which exceeds the previously offered security level from the first rule-set storing unit. The session forming unit forms a session with a service server using a network interface which perform a communication with the selected wireless communication network.
