The device has switching cells (11-16) providing current. A magnetic coupling unit (17) couples the switching cells, and is provided with inductors enrolled around a magnetic core. An outlet phase of each switching cell is connected to one of the inductors. A short-circuit unit (18) is utilized for short-circuiting the inductors so as to perpetuate magnetic fluxes in the magnetic coupling unit when the outlet phase connected to each inductor is not providing the current. A cell insulating unit insulates the switching cell whose outlet phase does not provide current. The magnetic core contains N97 type material.
