The device has movement detectors (36, 38) i.e. hyper frequency detectors, mounted on a support (30). A rechargeable battery is connected to an energy collector i.e. solar panel (34). A communication box (28) is provided with a processing circuit. The processing circuit determines a passage direction of a railway vehicle (12) i.e. train, in front of the support, and controls reading of recorded data by a radio frequency identification (RFID) reader (14) and transmission of the data towards a remote information server (18) by a wireless communication circuit. An independent claim is also included for a railway traffic management method.
