PROBLEM TO BE SOLVED: To provide a data processing apparatus and a data generation method, which can reduce a processing load during signal processing including an interleave processing. SOLUTION: The data processing apparatus is a data processing apparatus that generates transmission symbol data by mapping transmission data to respective symbols on a complex plane having an in-phase component and an orthogonal component, and includes a dividing section 10 for dividing the transmission data into data having the number of bits used to mean the respective symbols on the complex plane, a signal processing section 20 for currying out signal processing including an interleave processing using the transmission data after division by the dividing section 10, and a data producing section 30 for mapping the signal processed data to respective symbols on the complex plane and rotating the mapped data centering on an origin of the complex plane to generate transmission symbol data determined in a position after the rotation.
