PROBLEM TO BE SOLVED: To provide a method for manufacturing a waste package not damaging a buffer when waste is housed in a housing space even in the buffer having no inner frame. SOLUTION: The method for manufacturing the waste package has: a buffer assembling process for constituting the cylindrical buffer 3 wherein the housing space 4 extends in a horizontal direction by connecting a plurality of annular blocks 5, wherein a clayey water barrier material is compacted, in the horizontal direction; a support installation process for installing the support S, which supports the columnar waste 2 over the whole region in the extension direction of the housing space 4, in the lower region of the housing space 4; a waste housing process for housing the waste 2 in the housing space 4 in a state that the waste 2 is supported by the installed support S; and a support removing process for removing the support S from the space between the housed waste 2 and the buffer 3. Accordingly, even in the buffer 3 having no inner frame, the buffer 3 is not damaged when the waste 2 is housed in the housing space 4.
