PROBLEM TO BE SOLVED: To provide an image reading apparatus capable of automatically dissolving an overflow of a memory to continue reading of image data, without requiring re-reading of the image data from an original and while suppressing deterioration of image quality as much as possible, when the overflow of the memory occurs when the image data is read from the original, and to provide an image forming apparatus. SOLUTION: The image reading apparatus includes: a plurality of storage areas 221-225 which store the image data for every predetermined area of the original to be read by an image reader 21; and a plurality of storage areas 241-245 which store the image data for every predetermined area after being compressed by a JPEG compression part 23. In the image reading apparatus, image compression processing is performed to the image data stored in the storage areas 221-225 with compression ratio increased from the initial compression rate by a predetermined value, when a data amount of the image data after the image compression processing by the JPEG compression part 23 exceeds data capacity of the storage areas 241-245.
