PROBLEM TO BE SOLVED: To provide a reading device and method of a voting sheet for much more surely detecting an entry frame, and for improving the reading precision of written contents. SOLUTION: The recording device of a voting sheet is configured such that a light source part 51 is provided with a plurality of light emitting elements which emit image pickup rays of light whose colors are different from each other, and an information processing means 7 is configured to make an image pickup section 52 generate image information 5a by the light emission of each light emitting element in a selection mode, and to compare a contrast difference between a base section 100b and an entry frame 100a of a voting sheet 10 between generated respective pieces of image information 5a, and to select a light emitting element having the largest contract difference as a light emitting element to be used in a reading mode.
