PROBLEM TO BE SOLVED: To provide a hair cosmetic composition whose foamability can easily be enhanced, and to provide a hair cosmetic article. SOLUTION: The oxidizing hair-dyeing agent is processed into a foamy agent form, when used, and is applied to hair in the foamy agent form. The hair-dyeing article includes the oxidizing hair-dyeing agent 10 and a closable container 20. The oxidizing hair-dyeing agent 10 contains an amphoteric surfactant, and is shaken to give a foamed foamy agent form. The closable container 20 is shaken to perform a foaming operation.
