PROBLEM TO BE SOLVED: To fill an outer packaging box with flat packaged articles (a plurality of small bags lined up into a flat form) having a size close to the size of a bag in its width direction into, while the flat form of packaged articles is maintained. SOLUTION: An oblong vertical hole 8 formed in an elevator member 1 is provided with: a pair of long-side guide pieces 3 and 4; and a pair of short-side guide pieces 5 and 6 which are disposed along respective sides of the vertical hole 8 and rock inward and outward freely on a fulcrum. A rocking mechanism allows the long-side guide pieces 3 and 4 and short-side guide pieces 5 and 6 to swing inwardly and outwardly simultaneously. The guide pieces 3 to 6 are rocked to move to inner holding positions, and packaged articles 11 kept lined up are supplied through the vertical hole 8 to the inside of the guide pieces 3 to 6. Subsequently, the guide pieces 3 to 6 are lowered to insert their lower ends into the mouth of an outer packaging bag 12. The guide pieces 3 to 6 are then rocked to move to an outer release position (vertical position), after which the packaged articles 11 kept lined up are dropped into the outer packaging bag 12.
