PROBLEM TO BE SOLVED: To provide an air-driven rotary cutter reducing the rotating speed of a rotor while maintaining the rotating torque of the rotor, besides miniaturizing a head part. SOLUTION: The air-driven rotary cutter including the two-stage type rotor 14 is constituted such that the side face shape of first turbine blades 151 in a first turbine blade part 15 constituting the rotor 14 when viewed from a direction toward a rotating shaft 41a of the rotor 14 is formed in recessed shape recessed downstream from the upstream side in a rotating direction 42 of the rotor 14 and that the side face shape of second turbine blades 161 in a second turbine blade part 16 constituting the rotor 14 is formed in recessed shape recessed in an opposite direction to the first turbine blades 151.
