PROBLEM TO BE SOLVED: To provide a value-medium management device and a value-medium management system by which a burden on a player relating to discriminating use of different game media can be reduced. SOLUTION: The value-medium management device has a prepaid medium recording value information capable of dispensing game balls used in Pachinko game machines 4A, 4B, while including a plurality of game machine groups 2A, 2B discriminated by the prepaid medium. Further, the system includes a transferring balancing unit 8 for transferring the value information recorded in the prepaid medium of one of the game machine groups 2A, 2B to the prepaid medium of the other game machine groups 2B, 2A.
