PROBLEM TO BE SOLVED: To improve reliability of notified time resource data and prevent wasteful repetition of retransmission request when time resource data allocated to a down control channel signal is notified by a downlink. SOLUTION: A base station 20 in which a carrier indicator of a basic frequency block allocated to a down shared channel signal is combined with time resource data allocated to a down control channel signal for the down shared channel signal and encoded, and thus a down control channel signal including the encoded carrier indicator is generated as a down control channel signal for the down shared channel signal, and the generated down control channel signal is transmitted by the basic frequency block allocated to the down control channel signal.
