PROBLEM TO BE SOLVED: To provide an extracting device capable of separating dispersoid and dispersion medium at a high speed. SOLUTION: The carrier liquid extracting device 500 includes: a liquid tank 510 storing liquid developer LD; a measuring roller 520 for scooping liquid developer LD; a toner recovery roller 530 holding a thin layer TL of the liquid developer LD on its periphery 53S; a carrier liquid recovery roller 540 for separating a carrier liquid from the thin layer TL; and a charging device 550 for charging toner in the thin layer TL to a positive potential. A negative potential is applied to the toner recovery roller 530 by a first power source 532. When toner is charged to the positive potential, the toner is electrically attracted to the periphery 53S such that the toner in the thin layer TL is unevenly distributed immediately near the periphery 53S.
