<p><P>PROBLEM TO BE SOLVED: To provide a method of producing a cationized hydroxypropyl cellulose, wherein cationic groups and hydroxy propyl groups of sufficient amounts for developing performance are introduced, with high producibility. <P>SOLUTION: In the method of producing the cationized hydroxypropyl cellulose, low crystalline powder cellulose is reacted with a cationization agent represented by general formula (1) and/or (2) and propylene oxide in the presence of 10-60 mass% of water and a catalyst.
