PROBLEM TO BE SOLVED: To provide a power factor improving circuit that improves handleability and reliability by preventing an electric member arranged in a power transmission path from being damaged by a short-circuit current, and to provide an electronic apparatus that employs the power factor improving circuit. SOLUTION: The power factor improving circuit 1 includes: a rectification smoothing circuit 10 which rectifies and smoothes an alternating current AC; a constant voltage circuit 20 which converts the output of the rectification smoothing circuit 10 into a constant voltage and supplies electric power to a load Lz via the power transmission path 20p; a short-circuit state detecting part 30 which detects a short-circuit state of the load Lz; and a path switch SW arranged in the power transmission path 20p to cut off the power transmission path 20p.
