PROBLEM TO BE SOLVED: To assure certainty of signature verification in a distribution destination by a video signature system for distributing video data with a signature. SOLUTION: A signature means 41 generates signature values S1, S2, ..., Snfor respective video data M1, M2, ..., Mn(n is a value≥2) obtained by dividing video data of a distribution object into a plurality of data; a data generation means 21 generate new data used as distribution objects in relation to the video data M1, M2, ..., Mnafter signature generation by the signature means; a distribution signature means 42 generates signature values for the data generated by the data generation means; and a distribution transmission means 42 transmits the data generated by the data generation means and the signature values generated by the distribution signature means to a distribution destination 11.
