PROBLEM TO BE SOLVED: To achieve blur filter processing in which, even when a photographic image is divided into a plurality of partial regions, a discontinuity between the divided images is not produced and sufficient blurring effect is obtained, after compositing divided images having subjected to the blur filter processing. SOLUTION: An image processing apparatus has out-of-image-boundary estimation means estimating a pixel out of an image boundary of the image data for divided image data, for each of a first image data to be subjected to blur processing and a second image data that is neighboring, immediately before, and continuous to the first image data, and blur image creation means which refers to the first image data, the second image data, and an estimated pixel estimated using the out-of-image-boundary estimation means, performs the blur processing using a blur filter, and creates blur image data to the first image data.
