PROBLEM TO BE SOLVED: To reduce the peak power of an OFDM modulation wave without changing a transmission frequency band an a bit rate, without generating the distortion of a modulation waveform or influencing the reception of valid data. SOLUTION: A bit inversion part 10 inverts bits of invalid data included in digital data in accordance with preset bit inversion position information to generate bit-inverted digital data on a system basis. A transmission signal selection part 13 calculates the peak power about an OFDM signal of the original digital data and an OFDM signal of the bit-inverted digital data different at each system, and selects the OFDM signal having the lowest peak power at each OFDM symbol. An OFDM signal transmitter 1 executes modulation processing or the like to the selected OFDM signal to transmit the OFDM modulation wave. COPYRIGHT: (C)2011,JPO&INPIT
