PROBLEM TO BE SOLVED: To enhance reception probability of DL-MAP without significantly increasing the rate of DL-MAP within a frame structure. SOLUTION: A WiMAX-compatible base station BS includes allocating parts 10B and 10C that allocate DL-MAP as transmission information in a MAP area and allocate a downlink burst as transmission information in a downlink burst area, and a transmitting part 10F that transmits the DL-MAP by a non-directional beam and transmits the downlink burst by the non-direction beam or a directional beam. After allocating the pieces of transmission information in the MAP area and the downlink burst area in a frame structure, the allocating part 10B re-allocates the allocated information of the same downlink burst as transmission information in the MAP area using the detected unused area A when an unused area A that is an area to which transmission information has not been allocated is detected.
