PURPOSE: A device and a method for controlling idle stop of a vehicle are provided to reduce the fuel consumption and carbon dioxide discharge of the vehicle by carrying out idle stop control of the vehicle even when the vehicle has stopped for a set time. CONSTITUTION: A device for controlling idle stop of a vehicle comprises an engine state check part(100), a motion check part(102), an information receiving part(104), and a starting control part(110). The engine state check part checks the engine state of a vehicle. The motion check part checks the movement of the vehicle. The information receiving part collects information about traffic signals. The starting control part determines the idle state of the vehicle using the traffic signal information when the engine is on and the vehicle is not in motion and controls the starting of the vehicle based on the traffic signal information.
