PROBLEM TO BE SOLVED: To provide a method for using water-insoluble particles as a dust scattering preventive, considering the fact that currently used or proposed methods comprise use of a solution of water-soluble polymers or fine emulsion particles having about 1μm particle diameter, however, no method is provided using water-insoluble water-swellable particles and adsorbing fine particles of a surface layer of deposit to the surfaces of the water-insoluble particles to produce granular particles, thereby preventing scattering of dust. SOLUTION: A dust preventive is provided, containing a water-in-oil emulsion of water-insoluble water-swellable fine particles produced by polymerizing a monomer mixture that contains a specified monomer and a crosslinking monomer as essential components. A surfactant is preferably included by 0.02 to 0.5 mass% to a diluted solution of the preventive upon spraying the preventive on an object. COPYRIGHT: (C)2011,JPO&INPIT
