PROBLEM TO BE SOLVED: To overcome disadvantages in the conventional art of moving body detection in a monitoring camera etc. in which a range for detecting a moving body is generally set fixedly to a specified detection range before photographing operation and it is necessary for a user to manually reset the detection range as required according to passage of time during photographing operation or dependent on change of conditions of the camera such as a photographing direction, causing troublesome setting operation and malfunctions such as detection missing during setting operation. SOLUTION: In an image monitoring device for moving body detection, a detection range corresponding to at least either a photographing time of an image or a condition of a camera is preliminarily set and stored before the start of moving body detection. Then, according to passage of time or the change of conditions of the camera during moving body detection, the detection range corresponding to the present time or the condition of the camera is read from the preliminarily stored data so that moving body detection is performed based on the detection range.
