<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus which can improve decoding performance of coded image data. <P>SOLUTION: A bit-rate for decompression of compressed image data created by a H264 codec 36 is calculated for each of a plurality of respective frame rates which are different each other. The calculated bit-rate for decompression is compared with a target bit rate, and a reproduction frame rate is decided thereby. When the reproduction frame rate is determined, the compressed image data is created at each time a desired recording period comes. The created compressed image data is recorded in a recording medium 40 by an I/F38. The H264 codec 36 decompresses the compressed image data recorded in the recording medium 40 in the reproduction frame rate thus determined.
