PROBLEM TO BE SOLVED: To provide a settlement system, and a mobile terminal, a management server and a payment processing terminal used for the same, for improving security.

SOLUTION: In the settlement system including a server, a mobile terminal, and a payment processing terminal, the server generates permission information for permitting use of a card in response to a request from the mobile terminal. The payment processing terminal decides whether to settle the payment by the card on the basis of the presence or validity of the permission information.
