PROBLEM TO BE SOLVED: To eliminate the need for positioning of first/second orifice members in the circumferential direction. SOLUTION: While first/second communication holes 76, 78 are formed on both ends of a first orifice passage 86 in the first orifice member 44, an opening window 82 is formed on a circumferential groove 80 of the second orifice member 46. An internal communication area 84 is formed by covering the circumferential groove 80 with the first orifice member 44 to communicate the second communication hole 78 with an equilibration chamber 72 through the internal communication area 84 and the opening window 82. Partition walls 90 which partition the internal communication area 84 are provided for circumferential both side parts sandwiching a connection passage 88 which connects the internal communication area 84 to an intermediate chamber 74, and an area sandwiched between the partition walls 90 is communicated with the intermediate chamber 74 and the equilibration chamber 72 so as to form a second orifice passage 92. By making a circumferential length dimension:l of the second communication hole 78 larger than a thickness dimension:t of the partition wall 90, the first orifice passage 86 is made to be in a communicated state regardless of directions of the first/second orifice members 44, 46.
