PROBLEM TO BE SOLVED: To provide a light control louver sheet lightweight, easily miniaturizable, provided at low cost and capable of easily and delicately adjusting the amount of light transmission. SOLUTION: The light control louver sheet 2 includes a light transmitting sheet body 5 made of a viscoelastic body, and a plurality of light shielding members 6 provided in the sheet body 5 and extending in a direction of intersecting a light incident surface 5a. The plurality of light shielding members 6 are arranged so that incident light from the light incident surface is emitted from a partial region of a light emission surface. When shearing force is applied to cause the light incident surface 5a and the light emission surface 5b to deviate in a plane direction, the extending direction of the light shielding members 6 changes so that at least a part of light that has reached the light emission surface 5b before the shearing force is applied out of the incident light from the light incident surface 5a does not reach the light emission surface 5b.
