PROBLEM TO BE SOLVED: To construct a communication system that satisfactorily transmits information signals. SOLUTION: Each of slave units 10-1 to 10-m comprises a plurality of queues for temporarily storing information signals for each kind of information signals, and an information amount reporting means for reporting the amount of information signals for each of the plurality of queues to a master unit by transmitting a control packet, which includes information indicating the amount of information signals for each of the plurality of queues, via a transmission line in response to a report instruction from a master unit 20. The master unit comprises: an information amount report instructing means for instructing each slave unit to report the amount of information signals; a permission means for permitting the slave unit to transmit information signals for each of the plurality of queues based on the amount of information signals for each of the plurality of queues reported from the slave unit by the information amount reporting means; and a signal transmission instructing means for instructing transmission of information signals by transmitting to the slave unit a control packet, which includes information indicating the permission of transmission of information signals for each of the plurality of queues, in accordance with the transmission permission by the permission means.
