PROBLEM TO BE SOLVED: To provide a method of manufacturing a composite membrane shell microcapsule, which can prepare easily a microcapsule to which a function to isolate a core material completely to protect is given depending on the physicality of the core material. SOLUTION: The method of manufacturing the composite membrane shell microcapsule includes throwing a disperse layer containing the core material, a mineral shell formative substance, and a polymer shell formative substance into a continuous phase to prepare a disperse system, and adding to the disperse system a second mineral shell formative substance forming a mineral shell reacting with the mineral shell formative substance, and a second polymer shell formative substance forming a mineral shell reacting with the polymer shell formative substance. A polymer shell is selectively arranged inside the mineral shell, at the outside, or in the inner portion by adding the second polymer shell formative substance before or after the addition of the second mineral shell formative substance, or at the same time as the addition of the second mineral shell formative substance.
