PROBLEM TO BE SOLVED: To suppress a thermal runaway with a small number of components even under an abnormal high temperature in a position away from a thermal cut-off part in a fixing part of an image forming apparatus. SOLUTION: First and second heating parts H1 and H2 are disposed in a heating roller body 39 to heat the heating roller body 39 with application of driving power. A temperature detection part 33 is configured to detect the temperature of the heating roller body 39. The thermal cut-off part 35 is arranged near the second heating part H2, and configured to shut off the application of the driving power to the first and second heating parts H1 and H2 when heated for a period necessary for a shut-off operation. The temperature control part 37 is configured to, when the detection temperature obtained by the temperature detection part 33 is higher than the reference temperature of the abnormal high temperature, perform the heating control of the second heating part H2, regardless of the presence or absence of the heating operation.
