PROBLEM TO BE SOLVED: To provide a navigation signal transmitter for reducing the frequency deviation of a navigation signal transmitted on the ground. SOLUTION: The navigation signal transmitter includes: a reception section for receiving transmission waves to generate a synchronization pulse in synchronization with a prescribed data frame; a reference signal synchronization section for generating an internal clock oscillation with a pulse generated by the reception section as a reference signal; an IMES signal generation section for generating an IMES signal based on the internal clock oscillation; and a transmission antenna for transmitting an IMES signal generated by the IMES signal generation section. In the navigation signal transmitter, the reference signal synchronization section includes a frequency counting section, a loop counter, and a voltage-controlled oscillator. At the frequency counting section, the number of pulses of a clock generated by the voltage-controlled oscillator is counted with a signal inputted from the transmission waves as a reference signal, thus extracting a pulse with a prescribed period.
