PURPOSE: An apparatus and a method for measuring the function of vascular endothelial cells are provided to previously verify the sign of diseases by verifying the malfunction of endothelial cells. CONSTITUTION: A light leakage preventive part(100) includes a housing(120) and light source(110) radiating light to a human body with the pre-set wavelength. A data acquiring part(200) includes a band passing filter(210) and an image sensor(220). The band passing filter passes near infrared ray wavelengths among the fluorescent signals of the human body generated by indocyanin green and light source. A data processing part(300) includes a digitizing part(310), a determining part(320), and a calculating part(330).
