PURPOSE: An optical board and a manufacturing method thereof are provided to surround a clad layer with an insulating layer, thereby preventing cracks on the interface between a clad layer and an insulating layer when the optical board is bent or twisted. CONSTITUTION: A method for manufacturing an optical board comprises the following steps. A wiring groove is formed on a base substrate(S110). The wiring groove is filled with a first clad material to form a first clad layer(S120). A penetration hole corresponding to the wiring groove is formed on a middle insulating layer. The middle insulating layer is laminated on the base substrate(S130). A core unit is formed on the first clad layer(S140). The penetration hole is filled with a second clad material to form a second clad layer covering the core unit(S150). A cover insulating layer covering the second clad layer is laminated on the middle insulating layer(S160).
