PURPOSE: A protective helmet locking device at a construction work site is provided to manage the working time of a worker and to perform safety management through an access ID card. CONSTITUTION: An access ID card(10) stores the ID code of a worker. A protective helmet(20) includes a detaching unit which detaches the access ID card and a sensor which senses the access ID card. A protective helmet holder(30) includes a protective helmet hanger and a locking module.
