PURPOSE: A universal media center platform implementation method is provided to include an encoding/decoding module of an SVC and a multi channel distribution module and to apply an SVC of a multi channel to an IPTV or a DTV set top box. CONSTITUTION: A multi channel control module receives data through a plurality of channels that include one or more terminal. An SVC decode decodes media data which is encoded by scalable video code regardless of the characteristic of a lower terminal. An SVC encoder encodes multimedia data by the scalable video codec. A normal decoder board includes a normal audio/video codec.
