PURPOSE: An electrolytic sterilization system for the water treatment and an electrolytic sterilization method using thereof are provided to increase the speed of the sterilization reaction inside the electrolytic sterilization system by increasing the temperature of inflow water. CONSTITUTION: An electrolytic sterilization system for the water treatment comprises the following: an electrolytic sterilizer(10) including a chamber(15), a first electrode(11), a second electrode(12), a water inlet unit(13), and a water outlet unit(14); and an inflow water heater(30) heating inflow water by being installed on the front end of the water inlet unit. The heating temperature of the inflow water heater is 20~70deg C. The inflow water heater uses a PTC thermistor heater, an electric heater, a gas heater, a heat exchanger, a warm water pipe, and waste heat.
