<p><P>PROBLEM TO BE SOLVED: To provide a coding apparatus for coding at a higher speed. <P>SOLUTION: A parameter generating section 105 generates parameters indicating the features of each code block on the basis of information supplied from a code block forming section 103 and a bit plane developing section 104. A grouping section 106 divides code blocks in which the parameters are all the same into groups including 16 blocks at most. A parallel operation coefficient data generating section 107 rearranges coefficient data of each code block per group. An EBCOT 108 executes coding for a plurality of code blocks in parallel. An encoded code stream generating section 109 rearranges the encoded data and outputs the rearranged data as one code stream.
