PROBLEM TO BE SOLVED: To provide an image combining device for combining a plurality of images at a higher speed with higher accuracy. SOLUTION: The image combining device 106 includes a unit 165 for setting a matching area for correlation detection, a unit 166 for setting an area to be matched for correlation detection, a correlation calculation unit 167, and a combining position specifying unit 168. The setting unit 165 sets up a matching area composed of a plurality of first images in a first image group. The setting unit 166 sets up a plurality of areas to be matched of different sizes in a second image group, the areas to be matched including an area to be matched in which the size of an image is the same as that of an image in the matching area. The correlation calculation unit 167 calculates a value which specifies correlation between the matching area and each of the plurality of areas to be matched. The combining position specifying unit 168 selects an area to be matched having the highest correlation with the matching area, and specifies a position in the sub-scanning direction of an image included in the area to be matched for combining the first image included in the matching area, as a combining position.
