PROBLEM TO BE SOLVED: To provide an apparatus for producing an emulsion fuel having sufficient agitation capacity in a compact and simple system in using two kinds of oils. SOLUTION: The apparatus includes two sets of vortex oil pumps 1 and an emulsion pump 3, and two sets of ejectors 5 on the ends of pipes for feeding to an agitation tank 6 and for circulation, is further equipped with flowmeters 8 necessary for inverter-controlling the numbers of rotation of electric pumps to feed predetermined amounts of liquids, a level sensor 9 and an automatic flow regulating valve 10, and has a mixer 7 for emulsifying a mixture by mixing water after two kinds of oils and an additive have been premixed in the agitation tank 6.
