PURPOSE: A composite insulation panel is provided to reduce labor and costs required for an insulation work and to expand the inner space of a building by reducing the thickness of an insulation structure. CONSTITUTION: A composite insulation panel(100) comprises an insulating material(110), a hollow plate(120), and a mortar layer(130). The insulating material is formed using a foamed synthetic resin material. The hollow plate is formed using a synthetic resin material. Multiple hollows(121) are formed in the hollow plate in a width direction and are adhered to the surface of the insulating material. The mortar layer is formed using polymer cement mortar and is formed on the surface of the hollow plate.
