PROBLEM TO BE SOLVED: To manufacture a resin composition foam having fine foam cells in a simple and easy way and in large quantities. SOLUTION: The resin composition foam having foam cells whose average cell diameter measured with a scanning electron microscope (SEM) is 100-3,000 nm is obtained by melt-mixing and foaming a mixture comprising an olefinic rubber (A) containing a functional group, a compound (B) having a group reactive with the functional group contained in the olefinic rubber (A), and a thermoplastic resin (C).
