PROBLEM TO BE SOLVED: To provide a foamed electric wire that can realize sufficiently-fine foam cells and price reduction, and a transmission cable having it. SOLUTION: A foamed electric wire has a conductor and a foamed insulator layer covering the conductor, in which the foamed insulator layer is obtained by melting and kneading a resin composition including a base resin which includes a propylene based resin, whose melt tension at the time of breaking is 20-55 mN and whose take-off speed is 50 m/min or higher, a chemical foam agent and silica particles, and the chemical foam agent is azodicarbonamide, the silica particles being compounded at a rate of a 0.03 to 1 pts.mass with respect to the 100 pts.mass base resin.
