PROBLEM TO BE SOLVED: To suppress generation of wood grain-like stripes on the surface of a photoreceptor, compared to the case that the variance of area ratios of fluorine-based resin particles expressed by formula (1) exceeds 10%. SOLUTION: The electrophotographic photoreceptor includes a substrate and a photosensitive layer on the substrate, wherein the layer constituting the outermost surface contains fluorine-based resin particles and a dispersion assistant of the fluorine-based resin particles, and variance of area ratios of the fluorine-based resin particles expressed by formula (1): (variance of area ratio)=(maximum of particle area-average of particle area)/(maximum of particle area), when a cross section of the outermost surface layer is observed, is≥0% and≤10%.
