PROBLEM TO BE SOLVED: To restore an incomplete MXF file, when recording is stopped incompletely owing to a factor such as momentary power interruption. SOLUTION: In a temporary accumulating memory (16), a file header, a file body and a file footer of MXF data are stored one by one. Under control of a control part (22), a recording medium control part (18) records MXF data from the temporary accumulating memory (16) to a recording medium (20) by taking up to an index table boundary, an index table, and a consecutive fill boundary, or an MXF data end as a writing unit. When offset information of the header is a prescribed value, a new footer is formed, and an offset value of the footer is written in a corresponding position of a partition pack of the MXF data recorded in advance.
