PROBLEM TO BE SOLVED: To provide a controller for braking which is excellent in safety and user-friendliness, and to provide a wheelchair using the same. SOLUTION: The wheel chair 2 includes a main frame 4, wheels 10, a seat 16, a detector 18, and a braking device 22. The detector 18 detects a state wherein a user sits on the seat 16 and a state wherein the user does not sit there. The braking device 22 is provided with a braking part which prevents the rotation of the wheels 10. The braking device 22 can be changed in posture between a braking posture of preventing the rotation of the wheels 10 and a non-braking posture of not-preventing the rotation of the wheels 10. When the state wherein the user sits on the seat changes to the state wherein the user does not sit there, the braking part changes into the braking posture. When the state wherein the user does not sit on the seat changes to the state wherein the user sits there, the braking posture is maintained. When the user sits on the seat, the braking part can be changed in posture between the braking posture and the non-braking posture. The controller is applied to a walker besides a vehicle.
