PROBLEM TO BE SOLVED: To provide a conductive belt which is excellent in a secondary transfer property with respect to a recording medium having largely projecting and recessed portions on the surface, and capable of clearly transferring an image even to the recessed portions. SOLUTION: The conductive belt 1 is composed by successively laminating at least three layers, that is, a base layer 3, an elastic layer 5 and a surface layer 7 from the inner peripheral surface 11 toward the outer peripheral surface 9. The hardness of the belt is≤60, as measured from the surface layer side of the belt 1 in a laminated state by an IRHD hardness test micro method, the base layer 3 is 50 to 150μm in thickness, the tensile elastic modulus of the base layer 3 is≥2,000 MPa, the surface electric resistivity on the inner peripheral surface side of the base layer 3 is in the range of 10<SP>6</SP>to 10<SP>11</SP>Ω/square, the elastic layer is 400 to 1,500μm in thickness, the JIS A hardness of the elastic layer is≤60, the volume resistivity of the elastic layer is in the range of 10<SP>6</SP>to 10<SP>8</SP>Ω-cm, the surface layer 7 is 3 to 30μm in thickness, and the complex elastic modulus of the surface layer 7 is≤250 MPa.
