The device has axial housings (30a, 30b, 40a, 40b) provided at ends of side sills (3a, 3b, 4a, 4b). Pins (62a, 62b, 63a, 63b) are extended laterally from a vertical support (6a) and engaged in the axial housings. The pins are made of rigid material and rigidly attached to the vertical support by gluing, welding or screwing. Each pin comprises a connecting section that is in the form of a spherical crown and connected to the vertical support. An independent claim is also included for a fence constructing method.
